Description

Background
The Long Beach Public Utilities Department (LBPUD) is seeking proposals from qualified, licensed contractors to provide fire protection system inspection, testing, maintenance (ITM), and diagnostic/repair services across three LBPUD campuses. The goal is to ensure compliance with California Code of Regulations Title 19, Long Beach Municipal Code Title 18, NFPA 25, and NFPA 72 standards.

Work Details
The contractor will be responsible for the following tasks:
1. Fire Sprinkler and Alarm Systems:
- Quarterly testing and inspection of automatic fire sprinkler systems (wet/dry).
- Semi-Annual ITM for pre-action/deluge detection and control systems.
- Annual comprehensive fire alarm testing including panels, smoke/heat alarms, pull stations, and notification appliances.
- Annual inspection and maintenance of fire hoses and standpipe systems.

2. Private Fire Hydrant (C-16 Specialized):
- Annual visual inspection, lubrication, and operational flushing of all private hydrants.

3. Maintenance and Repair:
- Provide troubleshooting and as-needed repairs based on LBPUD needs and fund availability; no extra work without prior approval from LBPUD.
- Contractors must provide a written line-item quote for any deficiencies found during inspections.

Period of Performance
The contract period shall be one (1) year from the date of full execution of the contract with options to extend for two additional one-year periods by mutual agreement.

Place of Performance
Services will be performed at three Long Beach Public Utilities Department campuses.

Bidder Requirements
Proposers must possess an active California C-16 (Fire Protection) license in good standing, maintain current registration with the Department of Industrial Relations (DIR), demonstrate proficiency in digital compliance reporting with The Compliance Engine (TCE), and provide evidence of comprehensive insurance coverage including General Liability, Workers' Compensation, and Automobile Liability that meets or exceeds minimum limits established by LBPUD.
