Background
The Department of State Hospitals (DSH) is seeking bids for Fire Alarm Maintenance and Repair Services at its Napa facility. The goal of this contract is to ensure the operational integrity of the fire protection fire alarm system in compliance with local, state, federal, and industry standards, including those set by the National Fire Protection Association (NFPA) and California Health and Safety Code. This project is classified as a public works project under Labor Code 1720.

Work Details
The contractor will provide all necessary materials, supplies, tools, equipment, transportation, licenses, permits, prevailing wages, insurance, and personnel to deliver comprehensive fire alarm testing, inspection, and repair services.

The DSH-N fire protection system includes approximately 5,000 devices across multiple buildings such as audible/visual warning devices, smoke alarms, heat detectors, relays, door releases, power supplies, batteries, notification interfaces/consoles and network devices. Key brands involved include Honeywell Notifier/Onyx (majority), Silent Knight (minimal), and SSP/Firetrol (fire pump controllers only). The contractor must ensure compliance with all relevant codes and standards.

Period of Performance
The anticipated term for the agreement is from May 30, 2025 through May 29, 2028. All performance must be completed by the termination date of the agreement.

Place of Performance
The services will be performed at the Department of State Hospitals located at 2100 Napa Vallejo HWY, Napa, CA.

Bidder Requirements
Bidders must be registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5 if their bid exceeds $15,000. Bidders must also hold a valid C-16 Fire Protection Contractor License and a C-10 Electrical Contractor License issued by the California Department of Consumer Affairs. Additionally, bidders are required to have a minimum of five years’ experience in Fire Alarm System Maintenance and provide three references from similar projects within the last two years.
