Federally Qualified Health Center (FQHC) Consulting Services

Background
The Los Angeles County Department of Health Services (DHS) is an integrated health system that provides healthcare throughout Los Angeles County communities. DHS is committed to expanding access to high-quality, comprehensive primary care services for underserved populations. As part of this commitment, DHS is pursuing designation as a Health Center Program Look-Alike and Federally Qualified Health Center (FQHC) Look-Alike. These designations are critical to enhancing DHS’ ability to deliver sustainable community-based care.

Work Details
The contractor will lead the end-to-end development and submission of the initial Look-Alike Initial Designation (LAL-ID), Medi-Cal, and Medicare applications for FQHC designation. This includes conducting a comprehensive readiness assessment; identifying and addressing gaps in compliance with HRSA's Health Center Program requirements; coordinating the collection and preparation of all required documentation; participating in HRSA's operational site visit; serving as the primary liaison with HRSA throughout the application review process; responding to requests for additional information; facilitating site visits or virtual assessments as needed.

Specific tasks include conducting feasibility assessments, gap analysis, budget development, HRSA application preparation, Medi-Cal and Medicare application assistance, stakeholder engagement, and providing regular progress updates.

Period of Performance
The anticipated term of the Work Order is 36 months from execution, with options to extend for up to two additional one-year periods based on business needs.

Bidder Requirements
Vendors must have a current status as a PATSMA contractor or must be awarded a PATSMA through a Request for Qualifications (RFQ). Vendors must demonstrate at least 5 years of experience applying for FQHC or FQHC look-alike status in California and have experience working with at least one public sector entity in this area. Additionally, vendors must have a successful application rate of at least 80% based on submitted applications during that period.
