Facility Needs Priority 1 Program - Design Build Package #4

Background
The County of Alameda is issuing a Request for Prequalification for Design-Build Entities as part of its Facilities Needs Priority 1 Program. This program aims to address deficiencies identified in a 2018/2019 Facility Conditions Assessment (FCA) conducted by Cannon Design. The goal is to remediate existing facilities owned by the County, specifically focusing on the Alameda County Probation Department Facilities, including Camp Sweeney and the Juvenile Justice Center.

Work Details
The work includes design, site preparation, and construction of various facilities:
- Camp Sweeney: Administration Building, Dining Hall, Dormitory Building, Education Building, JIA Building, Recreation Building.
- Las Vistas: Las Vistas I, II, and III.
- Juvenile Justice Center.

The estimated construction costs for this package range from $30 million to $45 million. The final scope will include approximately 75% of the FCA items plus additional site work such as hardscape replacement, site drainage, and electrical infrastructure which will account for 20-30% of the contract value. All work must comply with ADA requirements.

Period of Performance
The contract period will span from July 2026 to June 2028 for construction activities, following a design phase from July 2026 to December 2026.

Place of Performance
The project will be performed at various locations within Alameda County, specifically at Camp Sweeney and the Juvenile Justice Center located at Fairmont Campus in San Leandro, CA.

Bidder Requirements
Design-Build Entities must be prequalified and are required to execute a Letter of Assent agreeing to the County’s Project Stabilization / Community Benefits Agreement (PSCBA). Additionally, firms must include one or more County-certified small or emerging local businesses for at least 20% of the professional services portion of the contract to be considered for prequalification.
