Exterior Reconstruction and Roof Repair Services in Tulare County

Background
The California Department of Transportation (Caltrans) is seeking contractors to provide Exterior Reconstruction and Roof Repair Services at the Visalia Maintenance Station in Tulare County. This contract aims to enhance the structural integrity and aesthetic appeal of the office and equipment bay building, aligning with Caltrans' mission to maintain safe and efficient transportation infrastructure.

Work Details
The contractor shall furnish all labor, materials, supplies, tools, equipment, permits, and travel necessary for the following tasks:

1) Removal and reconstruction of exterior finishes of approximately 11,200 square feet (SF) at the Visalia Maintenance Station. This includes cutting and removing existing Exterior Insulation Finish System (EIFS) finish coat from designated areas, cleaning surfaces with pressure/chemical spray, and installing new EIFS.

2) Roof repair services including cleaning the existing roof (approximately 42,200 SF), gutters (approximately 1,700 linear feet), and downspouts. The contractor will also apply roofing sealant around all roof equipment. All work must comply with applicable building codes and safety regulations.

Period of Performance
The contract is expected to commence on June 15, 2025, or upon approval by Caltrans, whichever is later. The estimated expiration date for the contract is June 14, 2026.

Place of Performance
The services will be performed at the Visalia Maintenance Station located at 15337 Avenue 296, Visalia, CA 93292.

Bidder Requirements
Bidders must be certified as a Small Business (SB) or a Disabled Veteran Business Enterprise (DVBE) with the Department of General Services (DGS). They must possess a valid Class-B General Building Contractor license issued by the Contractors State License Board (CSLB) and have current registration with the Department of Industrial Relations (DIR). Additionally, bidders must comply with prevailing wage laws if their bid exceeds $15,000.
