EXT MTA | SFMTA-2026-19-FTA, As-Needed Specialized

Background
The San Francisco Municipal Transportation Agency (SFMTA) is issuing Request for Proposals (RFP) No. SFMTA-2026-19-FTA for As-Needed Specialized Vehicle Engineering and Other Related Consulting Services. The goal of this contract is to obtain technical assistance from qualified consultants for various projects related to transit vehicle and equipment procurements, maintenance, operational modeling, asset management, service planning, and rehabilitation projects.
This initiative aims to enhance the efficiency and effectiveness of the SFMTA's operations.

Work Details
The selected consultants will provide a range of services including:
- design analysis
- structural finite element analysis
- engineering calculations
- quality control inspection
- feasibility studies
- administrative support
- vehicle acceptance and testing
- warranty administration
- federally required cost analyses.
Additional tasks may involve assisting with fare collection systems, advanced train control systems, data communications, passenger information systems, vehicle telematics systems, charging infrastructure software systems, and related equipment. The SFMTA intends to issue individual Purchase Orders or Task Orders against the awarded contract as needed.

Period of Performance
The anticipated term of the contracts is up to five years with an option for four additional years. Each contract will have a maximum value of $5 million.

Place of Performance
Services will be performed in San Francisco, CA.

Bidder Requirements
Proposers must comply with the Small Business Enterprise (SBE) Program under SFMTA’s Disadvantaged Business Enterprise (DBE) Program. They are encouraged to include SBEs in their proposals and must demonstrate good faith efforts to meet established SBE participation goals. All SBEs must be certified or verified as eligible by the proposal due date.
