Background
The San Francisco Municipal Transportation Agency (SFMTA) is issuing a Request for Proposals (RFP) for on-site breath and urine specimen collection services to support its Substance Abuse Program. The Program aims to ensure worker fitness for duty, protect transit employees and the public from risks associated with prohibited drug use, and ensure compliance with federal testing and reporting requirements.
The SFMTA conducts approximately 2,600 collections annually across up to eight locations.
Work Details
The contractor will provide on-site breath and urine specimen collection services using a mobile testing unit. This includes:
- Ensuring the availability of a mobile testing unit registered and licensed by the California DMV, preferably a Class B or C motorhome equipped with running water, a private bathroom, and a lounge area.
- Providing all necessary personnel, materials, equipment, facilities, supervision for collection, security, temporary storage, and transportation of specimens to a DHHS-certified laboratory.
- Implementing cost-saving strategies while maintaining service quality and regulatory compliance. Proposers are encouraged to suggest methods that could achieve cost reductions of at least 10%.
Period of Performance
The contract will have an initial term of five years.

Services will be performed at various SFMTA locations in San Francisco.
Bidder Requirements
Proposers must demonstrate at least five years of experience in providing breath and urine collection services for DOT-regulated agencies. Staff must meet qualifications under 49 CFR Sections 40.33 and 40.213. Proposers must also have a mobile recreational vehicle registered with the California DMV and submit documentation supporting their minimum qualifications.
