Background
The Treasure Island Behavioral Health Building (BHB) project is being developed by Mercy Housing in collaboration with the San Francisco Department of Public Health. Landscape work including Site Utilities and Personnel Hoist installation is also included. Additionally, Scaffold setup and Site Security measures along with Final Cleaning services are part of the contract. Note that certain trades such as Design-Build Exterior Building Maintenance have already been bid out.
Period of Performance
Construction is scheduled to begin in November 2026 with an estimated total duration of 19 months.

The work will be performed at Treasure Island Parcel E1.2 in San Francisco, CA 94130.
Bidder Requirements
Bidders must comply with prevailing wage laws (state or federal) for all trades. Union labor is required specifically for carpenters, laborers, and operating engineers. Additionally, the project has equal opportunity workforce participation goals requiring that 41% of the total dollar value of work be performed by qualified Small Business Enterprises (SBEs), particularly those located in San Francisco.
