Background
The Treasure Island Behavioral Health Building project is initiated by Mercy Housing in collaboration with the San Francisco Department of Public Health.
The mission of this project is to provide a new construction facility that will serve as a residential and therapeutic environment for individuals in need of behavioral health services.
The project aims to create a supportive living space that includes amenities for both residents and staff.

Work Details
The contract includes the following requested trades for early bidding:
1. Design-Build Exterior Building Maintenance
2. Elevators
3. Design-Build Fire Sprinkler System
4. Plumbing
5. HVAC
6. Electrical, FA, ERRCS
7. Design-Build Solar System.

The project involves new construction of a 68,500 square foot building with 120 residential units across six stories, including amenities such as a full-service kitchen, dining area, staff lounge, fitness center, multipurpose room, and outdoor space on the ground floor.
Levels 2-6 will consist of dorm-style sleeping units with centralized bathrooms and no kitchens or bathrooms in individual units.

Period of Performance
Construction is scheduled to begin in November 2026 and will have a total duration of 19 months.

Place of Performance
The project will be located at Treasure Island Parcel E1.2, San Francisco, CA 94130.

Bidder Requirements
Bidders must comply with prevailing wage requirements (state or federal, whichever is higher) for all trades and are required to use union labor for carpenters, laborers, and operating engineers only.
Additionally, there are equal opportunity workforce participation goals including a commitment to 20% participation from Small Business Enterprises (SBE).
