The Normandy Apartments is a 108-unit building constructed in 1968. The building consists of 78 studios and 30 one-bedroom units, along with 120 parking spaces. The project is currently 90% leased with 13 vacancies. The building is in good condition, and the rehabilitation will prioritize fire life safety improvements, building systems near the end of life, such as the electrical, as well as unit and common area accessibility improvements and ADA upgrades. The proposed scope includes adding caged, exposed fire sprinklers to every unit, replacing outdated Federal Pacific panels and subpanels, bringing egress signage up to code, patching of the roof, window repairs, modifying units for ADA compliance, common area ADA compliance including path of travel, exterior and parking repairs and touch up paint. The need to replace the sewer lateral on site has been documented through camera scoping completed by plumbing vendor. The budget also accounts for asbestos remediation related to the sprinkler and electrical panel work. A 4-phase relocation (3 months & 24 to 28 units per phase) is planned to provide for the upgrade of electrical subpanels servicing each unit and installation of sprinklers in every unit and will include asbestos remediation in the ceiling along the sprinkler tracks. Site walk is scheduled for Monday, February 10th at 10:00 am PST (attendance is not required to submit bid package. This project has a 25% Small Business Enterprise (SBE) professional services subconsulting goal, and 25% SBE construction subcontracting goal. The selected General Contractor will be responsible for working with the Sponsor to meet or exceed these goals. SBEs must be certified with a governmental entity and meet CMD and MOHCD's small business size standards. Only SBE subcontractors can be utilized to meet the SBE goals. The project team general contractor and subcontractors -- will be responsible for assisting the Project Sponsor in meeting or exceeding the 25% SBE subcontracting goal for construction services over the course of the Project. By applying for this contract award, bidders are responsible to make a good faith effort to use SBEs for subcontractors/subconsultants. "Small Business Enterprise (SBE)" for this contract means a business that is certified as an SBE under (1) one of the following programs and (2) the firm's five-year average gross revenues do not exceed the maximum economic thresholds listed on SBE Form 2. The Rating Bonus shall apply to each stage of the selection process, including proposals and interviews. The application of the rating bonus is as follows: A 10% ratings bonus shall be applied to SBE's proposed as the prime general contractor. Joint Ventures A Rating or scoring Bonus will be added to the total proposal score and the total interview score (if applicable) in the following breakdown: (1) a seven and one-half percent (7.5%) rating bonus to a Joint Venture with SBE prime consultant participation that equals or exceeds forty percent (40%); (2) ten percent (10%) rating bonus to an SBE prime consultant or a Joint Venture among SBE prime consultants. The scope of work includes:
