The Development is envisioned as two to three separate buildings on the site, each addressing unique housing needs. The first component of the project is anticipated to consist of a single building of approximately 120 units of studios and/or 1-bedroom units, 100% of which will be reserved for formerly houseless individuals, in addition to communal spaces and offices. Design for this building must prioritize accessibility and include on-site support services to ensure that residents stay housed. The second component of the Development is anticipated to accommodate up to 300 units of family affordable housing. The family component may consist of either a single building, or two buildings built in two separate phases. The architecture team consists of a joint venture between Mithun and Herman Coliver Locus. The site of the Development currently consists of a 57,325 square foot lot located at the northeast corner of Mission Street and 16th Street. The site extends to Capp Street to the east bound by 16th Street to the south, with the 16th & Mission Bay Area Rapid Transit ( BART ) Plaza. The site enjoys some of the best access to public transit in San Francisco, with immediate access to BART, and a long list of bus lines operated by the San Francisco Municipal Transportation Agency ( SFMTA ) that offer direct service to downtown, and ample crosstown routes. Through a Request for Qualifications ( RFQ ), issued in August 2023, the Owner has been selected by the San Francisco Mayor's Office of Housing & Community Development ( MOHCD ) to develop, own, and operate the housing and as-sociated improvements proposed for this site which is currently occupied by a 2 story over basement, 36,756 square foot commercial structure containing several retail suites and temporary Mission Cabins for formerly unhoused in the site's parking lot. It is anticipated that the Project will be financed by a number of public agencies, including the California Tax Credit Allocation Committee ( TCAC ), California Debt Limit Allocation Committee ( CDLAC ), California Department of Housing and Community Development ( HCD ), and the San Francisco Mayor's Office of Housing and Community Development ( MOHCD ). The purpose of this RFQ is to solicit statements of qualifications from firms interested in serving as general contractor for the development and construction of 1979 Mission. Interested firms must have experience with the construction of affordable multifamily development projects with transit agencies like BART and the San Francisco Municipal Transit Agencies. ( SF MTA ). Qualified firms should also have experience with high rise construc-tion. Through preconstruction, the selected General Contractor will contract directly with an af-filiate entity of the Owner. Upon commencement of construction, the GC will contract with a limited partner affiliate of the Owner. The Owner reserves the right to reject any or all submissions for just cause and to waive any informalities in the submission process if it is deemed to be in the best interest of the Development, Mission Housing, MEDA, and/or any other entity involved in the Development. Work Details

2. Development of a second component accommodating up to 300 units of family affordable housing, potentially in one or two buildings across separate phases.
3. Preconstruction services during the Schematic Design, Design Development, and Construction Document phases, including cost estimating, schedule development, constructability reviews, and value engineering.
4. Coordination with transit agencies like BART and SFMTA during construction.

The contract period is from August 30, 2024, through project completion.
