Project Summary: Voluntary seismic retrofit to meet upcoming non-ductile structural retrofit ordinance on a Historic class A building, include commercial and residential accessibility and T24 upgrades. 2. Scopes of work: 2.1. Pre-Design: Owner's Consultants o CASP Inspection Report: Include only the commercial units that are not already compliant with the Accessible Business Entrance (ABE) Requirements. This report will determine the need for Civil Engineering if sidewalk modifications permit is required o Structural Survey: Dimensioned as-builts and framing plans including the following listed items. (Owner wants to ensure compliance with the NDC Ordinance when the ordinance is published) Floor framing plans for lower, ground, second, third and roof levels Elevations, sections, and dimensional details, as required. Identification of material of structural members (include exploratory demolition) o Geotechnical Report 2.2. Design: Architect and Architect's Consultants o Structural Design: An initial structural report and a conceptual design was produced - please refer to attachments A and B Review structural survey Determine if the structural retrofit will be voluntary or mandatory per the upcoming NDC ordinance Provide a structural retrofit design per the Engineering standard for retrofit: Structural Collapse Prevention at the BSE-1E level and address specific deficiencies at over 54% of BPOE structural objective. o Architectural Role and Design Select and contract with the subconsultants who have submitted proposals associated with this RFP. Solicit for subconsultants as needed beyond structural engineer and T24. Include consultant coordination, waterproofing design, title 24, and any other required information and coordination to complete a full permit application packet, including historic Planning review. Provide accessibility per CBC Chapter 11B commercial and residential. Preliminarily, four commercial units' upgrades with accessible entry and bathroom. Four (4) residential units fully accessible and two (2) residential units with communication features. MEDA to help determine the unit selection in order to maximize accessible units by using the four (4) units' design on identical units throughout the building. Provide at least two (2) options drawn over as-builts for accessibility code compliance in the commercial spaces and other spaces as may be needed. If required, include a pre-application meeting with Planning, Building, DPW, and Fire. Identify location for the trash bins and new electrical room in plan. The current electrical room is not code compliant. Since a new electrical service is anticipated, the Owner has preliminarily identified the new location. o Title 24 Calculations Provide the necessary calculations to achieve the installation of a new electric heating system in the eight (8) commercial units. 2.3. Permitting: Architect and Architect's Consultants o Include submittal of plans and timely responses to plan checker comments and all revisions required by the respective agencies to get to permit approval and issuance. 2.4. Construction administration: Architect and Architect's Consultants o Include requests for information (RFIs), architect's supplemental instructions (ASIs), applications for payment (AFPs), and change orders pertaining to the architect's scope. (Respondents will provide hourly rates with a not-to-exceed value in the Fee Proposal). 3. LBE Goal: 20% 4. Bid Rating Bonus: 10% 5. The Mission Economic Development Agency (MEDA) is issuing this Architect Request for Proposal (RFP) for a project located at 2901-2929 16th Street, San Francisco, CA.
