Bidder Requirements
Bidders must adhere to a 20% Small Business Enterprise (SBE) participation goal as per the MOHCD SBE Program. Local hire requirements apply: 30% of hours worked per trade must be performed by local residents. Additionally, 50% of project hours performed by apprentices within each trade must also be completed by local residents. A Section 3 Hiring Plan is required if HUD funding is involved. Compliance with Davis Bacon wage requirements is mandatory if HUD funding applies.
