Background
The San Francisco Human Services Agency (SFHSA) is seeking proposals from nonprofit organizations to provide dignified access to food for low-income San Franciscans through direct grocery distributions and vouchers. This initiative aims to address food insecurity, particularly among marginalized communities, by promoting equity, cultural relevance, dignity, and choice in food access.

The SFHSA has partnered with the SF Human Rights Commission to pool funding for this purpose.

Work Details
The RFP consists of two categories: 1) Community Centered Grocery Distributions and 2) Community Centered Grocery Vouchers.

For the Grocery Distributions, organizations are expected to provide in-person grocery distribution services targeting low-income residents in designated Priority Service Areas or the LGBTQ+ community. Proposals must include a physical distribution site within the proposed area and ensure ongoing support throughout the grant term. The minimum number of Grocery Units funded annually is approximately 13,000 for weekly distributions or 6,500 for bi-weekly distributions, serving at least 250 unique households per week. Each Grocery Unit should consist of a variety of proteins, carbohydrates, and fresh fruits and vegetables with costs ranging from $20 to $50 per unit. Administrative costs should not exceed specified ratios based on distribution frequency.

For the Vouchers category, organizations will operate a citywide grocery voucher program aimed at increasing purchasing power for low-income residents by providing vouchers redeemable at various grocery stores and farmers markets throughout San Francisco. Grantees must partner with at least 15 community-based organizations to distribute these vouchers effectively.

Period of Performance
The anticipated term for grants awarded under this RFP is four years, starting from July 1, 2025, to June 30, 2029.

Place of Performance
The services will be performed in various neighborhoods across San Francisco as defined by the designated Priority Service Areas.
