Background
The Presidio Highlands Phase 1 is a mixed-use residential development located at 3333 California Street in San Francisco. The Prado Group, in partnership with Suffolk Construction, is seeking proposals from qualified firms to provide Local Business Enterprise (LBE) Liaison Services to support LBE participation throughout the design, procurement, and construction phases of the project.

Work Details
The scope of work includes three coordinated scopes:

1) An Owner contract focused on LBE program development, stakeholder coordination, oversight, communications, and reporting;

2) A Contractor contract that supports procurement outreach, bid assistance, compliance documentation, and construction-phase LBE participation;

3) A shared scope that involves maintaining a project-wide outreach database, opportunity calendar, conducting public workshops, monthly coordination meetings, and creating a participation tracking dashboard.

Period of Performance
The contract will be performed from the proposal submission deadline until the completion of the project phases as outlined in the RFP. Proposals are due by 5:00 p.m. on July 24, 2026.

Place of Performance
The services will be performed at the Presidio Highlands site located at 3333 California Street in San Francisco, CA.

Bidder Requirements
Firms must submit a single PDF proposal via email that includes firm qualifications, relevant experience, proposed staffing, project approach, fee proposal, and references. There are no specific set-aside certifications mentioned.
