Background
The San Francisco Fire Department (SFFD) is undertaking a project to consolidate, replace, and relocate its current training facilities from Treasure Island and 2310 Folsom Street to a new state-of-the-art site at 1200-1298 Carroll Avenue in the Hunters Point/Bayview neighborhoods.
The goal of this contract is to develop a new SFFD Division of Training facility that will encompass approximately 12 primary buildings with a total area of about 147,531 gross square feet. This includes occupied buildings for offices and classrooms, unoccupied training structures for fire and rescue simulations, and shared campus spaces.
Work Details
The project will be executed in multiple bid packages as follows:
- Bid Package 01: Design-Build Pile System & Elevators (Due 07/01/2025)
- Bid Package 03.1: Earthwork, Erosion Control/SWPPP, Site Demolition
- Bid Package 03.2: Fine Grading
- Bid Package 04: Water Based Fire Suppression System
- Bid Package 05: Plumbing
- Bid Package 06: HVAC
- Bid Package 07: Electrical
- Bid Package 08: Site Utilities and Relocation, Temp Power
- Bid Package 09: SF Fire Props
Additional packages include structural steel, miscellaneous metal fabrications, polished concrete, waterproofing, roofing & pavers, flashing & sheet metal, exterior & interior tile work, glazing systems, acoustic ceilings, operable partitions among others scheduled through various dates until April 2026. All subcontractors must be prequalified with Swinerton before submitting bids.
Period of Performance
The contract performance period is from July 7, 2025 to July 7, 2028.
Place of Performance
The work will be performed at the new SFFD training facility located at 1200-1298 Carroll Avenue in the Hunters Point/Bayview neighborhoods of San Francisco.
