Description

DEM, is seeking qualified suppliers ( Proposers ) to provide proposal for services to develop a targeted violence prevention eLearning for school counselors, mental health professional and delivery of mentoring programs to at-risk youth.
Background
The San Francisco Department of Emergency Management (DEM) is issuing this Request for Proposals (RFP) to develop a targeted violence prevention eLearning program aimed at school counselors and mental health professionals. This initiative is part of the Urban Areas Security Initiative (UASI), which aims to enhance regional preparedness against domestic violent extremism across 14 jurisdictions in the Bay Area. The goal is to equip professionals with the necessary skills and knowledge to identify and mitigate risks associated with targeted violence.

Work Details
The contract encompasses three service categories:

1. **Targeted Violence Prevention eLearning Program for School Counselors** ($225,000): Develop a specialized, copyright-free eLearning program that enhances school counselors' ability to identify and respond to concerning student behaviors. This includes creating interactive modules, guidance materials, case studies, and ensuring ADA compliance.

2. **Targeted Violence Prevention eLearning Program for Mental and Behavioral Health Practitioners** ($225,000): Create an eLearning program tailored for mental health professionals focusing on recognizing and responding to risks associated with violence. The program will include scenario-based learning and practical guidance on developing protocols.

3. **At-Risk Youth Tutoring and Mentoring Program** ($225,000): Provide culturally competent tutoring and mentoring for approximately 40 at-risk youth over six months, delivering 12 hours of support per youth each month. The program aims to improve academic performance and resilience against radicalization.

Period of Performance
The contract will have an initial term of one year with an option for the City to extend it for one additional year, totaling a potential two-year period.

Place of Performance
The services will be performed within the Bay Area UASI jurisdictions.
