EXT DEM | UASI RFP 23-03 Golden Eagle Exercises

Background
This Request for Proposals (hereinafter “RFP” or “Solicitation”) is being issued by San Francisco Department of Emergency Management (hereinafter, “DEM” or “City”). DEM, on behalf of all City Departments, is seeking qualified suppliers (“Proposers”) to provide proposals (“Proposal”) for the design, conduct, and evaluation of the 2025 “Golden Eagle exercise”, a one-day region-wide functional & full-scale exercise testing community resilience capabilities. The City has approximately 65 departments, ranging from small to very large. Some departments maintain facilities located outside of the geographic limits of the City. When applicable and practical, Proposers are encouraged to engage contracting teams that reflect the diversity of the City and include participation of businesses and residents from the City’s most disadvantaged communities including, but not limited to the Bayview/Hunters Point, Chinatown, Mission, South of Market, Tenderloin, Visitacion Valley and Western Addition neighborhoods.


Work Details
This Solicitation is being issued by DEM. DEM is seeking qualified Proposers to provide Proposals for services related to the design, conduct, and evaluation of the 2025 “Golden Eagle exercise”, a one-day region-wide functional & full-scale exercise testing community resilience capabilities.
Exercise specifics: Number of Deliveries Being Requested: 1; Planning Meetings: January – April 2025; Exercise Conduct: May/June 2025; Exercise Evaluation: June – July 2025. Requested Delivery Environment: Consistent with prior Golden Eagle Exercises, exercise activities will occur in numerous locations throughout the Bay Area region and beyond. Anticipated Exercise Participants: Emergency Services / Emergency Management agencies from the 14 Bay Area UASI member jurisdictions, community entities (CBOs, FBOs, VOAD/COADs, local businesses, community leaders, CERT/NERT, etc.), public and private sector organizations from across the 100+ cities in the region.

Period of Performance
The anticipated schedule for this Solicitation is set forth below. These dates are tentative and subject to change.
Proposal Phase: Friday, May 10, 2024; Written Questions Due Date: Friday, May 24, 2024; No later than 5:00 PM Pacific; Proposal Due Date: Friday, June 14, 2024; No later than 5:00 PM Pacific; Notice of Intent to Award: Friday, July 12, 2024
