EXT DEM| Large Special Events Tabletop Exercise

Background
The City and County of San Francisco, through the Department of Emergency Management (DEM) Urban Areas Security Initiative (UASI), is issuing this Request for Proposals (RFP) to find a qualified proposer for the 2025 Large Special Events Tabletop Exercise Series.

This initiative aims to enhance regional preparedness in major metropolitan areas, particularly in anticipation of significant events such as the Superbowl LX and FIFA World Cup 26. The UASI program, administered by the federal Department of Homeland Security, focuses on improving public safety capabilities across various jurisdictions in the Bay Area.

Work Details
The selected contractor will design, conduct, and evaluate three tabletop exercises (TTXs) in San Francisco, Oakland, and San Jose during spring 2025.

The exercises will test local public safety policies and protocols during large special events. Specific tasks include:
- Establishing an exercise planning team for each city;
- Conducting an exercise planning and design process following HSEEP principles;
- Facilitating the TTXs;
- Performing evaluations;
- Developing After-Action Reports for each exercise.

The exercises will focus on objectives such as information sharing, interoperable communications, mutual aid, and maintaining operational responses during large events.

Period of Performance
The contract will have an original term of two years with an option to extend for four additional years, totaling six years. The exercises are scheduled to take place in spring 2025.

Place of Performance
The exercises will be conducted in three major cities: San Francisco, Oakland, and San Jose.
