Background
The Transbay Block 4 West project is being developed by Mercy Housing California and Young Community Developers, selected by the Office of Community Investment and Infrastructure (OCII).
The project aims to enhance the character of the Transbay district by creating a mixed-use residential neighborhood that fosters community through diverse residents and active street-level uses. The development will serve as a transition from the high-rise commercial district to a residential area, with a focus on high-quality architecture and thoughtfully designed spaces.
Work Details
The project involves constructing a 24-story, 240-foot high-rise building containing approximately 314 family units.
The unit mix includes 25% one-bedroom units, 50% two-bedroom units, and 25% three-bedroom units, with affordability levels ranging from 30% AMI to 60% MOHCD AMI, averaging at 50% MOHCD AMI. Additional amenities will include resident services spaces, childcare facilities, ground floor retail space (approximately 4,200 square feet), pedestrian mews, and street improvements via an extension of Tehama Street.
The project is anticipated to be Type I construction. General contracting services are being sought for preconstruction services with an intention to negotiate a Guaranteed Maximum Price (GMP) contract for construction.
Period of Performance
The anticipated project schedule includes various phases:
- Conceptual design (April - June 2026)
- Schematic design (June - October 2026)
- Schematic approval (October 2026 - February 2027)
- Design development (February - June 2027)
- Construction (July 2027 - March 2028)
- Bid negotiation (March - June 2028)
- Demolition (June - August 2028)
- Final construction (October 2028 to October 2030).

The contract will be performed at the Transbay Block 4 site located at the corner of Howard and Beale Streets in San Francisco, CA.
Bidder Requirements
Bidders must comply with OCII’s Small Business Enterprise (SBE) policy which includes a goal of at least 50% SBE participation. A joint venture with an OCII-recognized SBE contractor is encouraged. Contractors must demonstrate experience in multifamily high-rise construction and provide evidence of financial stability and capacity to complete the project. They must also comply with state prevailing wage requirements and OCII’s Construction Workforce Policy aiming for at least 50% local hiring.
