Description
Background
The Office of Community Investment and Infrastructure (OCII), acting as the Successor Agency to the San Francisco Redevelopment Agency (SFRA), is seeking proposals to design, develop, own, and operate affordable rental housing units at Transbay Block 4 West. This initiative aims to serve low-income families, including those experiencing homelessness, and low-income seniors. The project also includes constructing adjacent off-site public improvements as part of the Transbay Redevelopment Project Area.
The development aligns with state-approved affordable housing obligations requiring that 35% of all new housing in the area be affordable.
Work Details
The project involves developing approximately 300 to 325 residential rental units, with a breakdown of unit types targeting low-income families and seniors. Specifically, the Family Project will consist of approximately 175 to 200 units (1-, 2-, and 3-bedroom configurations), while the Senior Project will include approximately 125 to 150 units (studio and 1-bedroom configurations). About 20% of both family and senior units will be designated for households experiencing homelessness.
The project also requires ground floor commercial space at Howard Street and Beale Street, designed to serve both residents and the community. Additional requirements include shared structural components between facilities, compliance with urban design standards, and a focus on community engagement during development.
Period of Performance
The contract period for this project is expected to commence upon selection of an applicant in early 2026. Construction timelines will depend on financing and approvals but are anticipated to follow shortly thereafter.
Place of Performance
The contract will be performed at Transbay Block 4 West, located in the Transbay Redevelopment Project Area in San Francisco, California.
Bidder Requirements
Applicants must form a team that includes a lead developer (non-profit or for-profit), a co-developer (non-profit), a property manager, an architect, and potentially a Workforce and Contracting Action Plan consultant. A joint venture between developers is required. Additionally, applicants should demonstrate experience in comparable projects and comply with OCII's Small Business Enterprise Program.
