Background
The Transbay Block 4 West project is a collaborative effort between Mercy Housing California and Young Community Developers, selected by the Office of Community Investment and Infrastructure (OCII) to develop a new residential building in the Transbay District of San Francisco.

Work Details

Additional amenities include resident services spaces, childcare facilities, ground floor retail (approximately 4,200 square feet), and street improvements through an extension of Tehama Street. Key trades being sought for this project include: Permit Coordinator, Low-Voltage/Security/Telecom/Wi-Fi/Internet services, Market Study analysis, and Appraisal services.

Period of Performance
The anticipated schedule for the project includes conceptual design starting in May 2026 for three months, followed by schematic design for five months starting in July 2026.

Design development will take four months from February 2027 to June 2027. The contract documents will be prepared over five months from June to November 2027. Bidding will occur over three months from November 2027 to February 2028. Demolition is expected to take place from April to July 2028, followed by construction and lease-up lasting approximately 26 months from October 2028 to December 2030.

Place of Performance
The contract work will be performed in the Transbay District of San Francisco, specifically at the site designated for Block 4 West.

Bidder Requirements
This project is subject to OCII’s Small Business Enterprise (SBE) Program with a goal of at least 50% SBE participation and a local hiring goal of at least 50%.

Bidders must demonstrate experience with high-rise building design and systems as well as projects of similar size and complexity. Firms must also provide proof of current SBE/LBE status certification if applicable.
