EXT CII | HPS Site Office Management, Outreach

Background
The Office of Community Investment and Infrastructure (OCII) is seeking proposals from qualified consultants or consulting teams to manage the Hunters Point Shipyard Site Office and provide outreach and administrative support to the Mayor’s Hunters Point Shipyard Citizens Advisory Committee (CAC).

This initiative aims to enhance community engagement and support redevelopment efforts in the Hunters Point Shipyard and Candlestick Point Project Areas, which encompass approximately 702 acres along the southeast waterfront of San Francisco. The project is part of a long-term commitment to revitalizing the area, which includes affordable housing, parks, and job opportunities.

Work Details
The contractor will perform the following services under OCII's direction:
1. **Project Area Services**:
- Oversee security badging for restricted areas.
- Assist with site tours and share project development information.
- Staff OCII's Shipyard Site Office located at 451 Galvez Avenue during normal business hours (Monday to Friday, 8:00 AM - 5:00 PM).

2. **CAC Administrative Support Services**:
- Create and maintain a public calendar of CAC meetings.
- Prepare meeting agendas and materials for CAC meetings.
- Staff CAC meetings, manage technology for meetings, and provide minutes.

3. **CAC Policy Research**:
- Conduct research on relevant topics for OCII and CAC discussions.
- Draft correspondence on behalf of the CAC as needed.

4. **Outreach Services**:
- Develop an Outreach Plan targeting diverse communities, including non-English speakers.
- Maintain a stakeholder database and serve as a point of contact for community inquiries regarding the project.

Period of Performance
The contract term will be three years, starting from January 1, 2026.

Place of Performance
The services will primarily be performed at the Hunters Point Shipyard Site Office located at 451 Galvez Avenue, San Francisco, CA.

Bidder Requirements
Bidders must comply with OCII’s policies including nondiscrimination in contracts, minimum compensation policy, health care accountability policy, and insurance requirements. The contractor must demonstrate experience working with public sector clients and knowledge of applicable laws.
