Background
The Office of Community Investment and Infrastructure (OCII), the successor agency to the former San Francisco Redevelopment Agency, is seeking proposals for technical support services related to the development of the Candlestick Point and Hunters Point Shipyard areas. This project aims to facilitate efficient reviews by OCII and other city departments for public infrastructure design, construction, and acceptance undertaken by private developers.

The project encompasses approximately 702 acres along San Francisco's southeast waterfront, with significant residential and commercial development planned under two phases. The total contract amount is not to exceed $1,500,000 over a period of three years.

Work Details
The selected contractor will provide Infrastructure Engineering Support Services which include:
1. Assisting OCII in coordinating infrastructure approval submissions under the Design Review and Document Approval Procedure (DRDAP).
2. Reviewing existing street and utility systems, including power shutdowns and infrastructure relocations.
3. Mapping assistance for easements, encroachments, and title issues.
4. Representing OCII in land transfers and reviewing boundary surveys.
5. Supporting OCII staff in reviewing all submittals required by the DRDAP, including major phase applications and permit applications.
6. Managing the city review process for infrastructure improvements and reporting status updates to OCII staff.
7. Advising on construction project management issues related to project-wide infrastructure.

Period of Performance
The contract will be performed over a period of three years from the date of award.

Place of Performance
The services will be performed primarily at the Office of Community Investment and Infrastructure located at 1 South Van Ness Avenue, Fifth Floor, San Francisco, CA 94103.

Bidder Requirements
This project is subject to a 50% Small Business Enterprise (SBE) participation goal as well as a 50% local hiring goal within San Francisco. Bidders must comply with OCII's contracting requirements including insurance requirements, non-discrimination policies, minimum compensation policies, and health care accountability policies.
