Description

Background
Gladstone Institutes is expanding its operations to accommodate growth, as their current facility has reached capacity. This expansion involves a 77,000 square foot life sciences tenant improvement project at 1450 Owens Street in San Francisco, which includes laboratory and office research & development space on Levels 5, 6, and 7, as well as a vivarium on Level 1. The project is part of the Mission Bay South redevelopment area and must comply with the San Francisco Office of Community Investment and Infrastructure’s (OCII) Small Business Enterprise (SBE) Policy 50% Goal.

Work Details
The RFP seeks proposals for commissioning services and special inspections for the tenant improvement project at Gladstone Institutes. The specific services requested include:

1. **Commissioning Agent Services:**
- Expertise in commissioning complex laboratory facilities.
- Collaborative work with the Owner, Project Manager, Architect, Engineers of Record, General Contractor, MEPF contractors, utility contractors, equipment manufacturers, and other consultants.
- Commissioning activities covering design through acceptance and warranty including:
- Design and operations review
- Equipment start-up
- System testing and performance verification
- Documentation and staff training

2. **Special Inspector Services:**
- Expertise in inspections for complex laboratory facilities.
- Collaborative work with the Owner, Project Manager, Architect, Engineers of Record, General Contractor, subcontractors, and other consultants.
- Special inspections covering:
- Reinforced concrete
- Steel welding
- Epoxy dowels and anchors
- Non-shrink grout
- Fireproofing
- Other testing required for this type of project
- Final affidavit.

Period of Performance
Construction is scheduled to start in April 2026. The overall timeline includes design completion by February 2026 and construction completion expected by January 2027.

Bidder Requirements
The project is subject to OCII’s Small Business Enterprise (SBE) participation goal of 50%. Respondents are encouraged to be certified as SBEs or Local Business Enterprises (LBEs). First consideration will be given to San Francisco-based SBEs. Non-San Francisco based SBEs will only be used if local options are unavailable or significantly higher in cost.
