Background
The Airport Commission is initiating a Request for Proposals (RFP) for the Fixed Base Operator Lease and Operating Agreement at San Francisco International Airport (SFO). This opportunity aims to select a qualified operator to provide general aviation services at the airport, enhancing its operational capabilities and passenger experience.
The lease encompasses approximately 12.76 acres of land located at 1052 N Access Rd, San Francisco, CA 94128, with a base term of twenty-five years and an option for an additional five years.
Work Details
The successful proposer will be required to operate the Fixed Base Operator (FBO) facility, which includes:
- Providing general aviation services on a non-exclusive basis.
- Meeting the Minimum Required Improvements amounting to $20,000,000.00 within 60 months from the commencement date.
The facility will include:
- 9,300 square feet of Executive Air Terminal;
- Three hangars each measuring approximately 24,447 square feet;
- An Automotive Maintenance Shop of 2,816 square feet;
- Customer Vehicle Parking of 69,428 square feet;
- Aircraft Parking and Circulation covering approximately 11 acres.
Rent structure includes a Minimum Annual Guarantee (MAG) of $20,000,000 or a percentage rent based on various revenue streams such as landing fees (100%), fuel sales (30%), aircraft parking fees (55%), advertising gross revenues (40%), and other gross revenues (26%). Additionally, there is a fixed fee of 1% on sales of new and used general aviation aircraft initiated or completed at the airport.

The contract will commence on October 1, 2025, with an initial term of twenty-five years and an option for an additional five years.

Bidder Requirements
Proposers must demonstrate at least ten years of continuous experience operating Fixed Base Operator Facilities for general aviation at U.S. airports. They must also have achieved gross sales of at least $40 million per qualifying year from a single or combined FBO locations over specified periods. Additionally, proposers are required to comply with local ordinances including the Labor Peace/Card Check Rule and must submit various forms including a Proposal Bond of $100,000.
