Background
The San Francisco Airport Commission is seeking proposals for a Small Business Set-Aside Cafe Lease at the Rental Car Center. The goal of this contract is to enhance the offerings available to passengers at the San Francisco International Airport (SFO) while supporting local businesses.

The Airport Commission aims to maximize goods and services available to travelers and reflect the unique flavors of the San Francisco Bay Area.

Work Details
The successful Proposer will operate a food and beverage facility measuring approximately 235 square feet located on the Fourth Floor of the Rental Car Center at SFO. The lease term is approximately seven years, with an option for an additional two years at the discretion of the Airport Commission.

The base rent will be the greater of a Minimum Annual Guarantee (MAG) of $34,000 or a percentage rent structure: 6% on gross revenues up to $1,000,000; 8% on revenues between $1,000,000.01 and $1,500,000; and 10% on revenues over $1,500,000. A minimum investment of $235,000 is required for tenant improvements. Proposers must also comply with various operational requirements as outlined in the Lease.

Period of Performance
The lease term is approximately seven years with an option for an additional two years. The anticipated concession award date is January 2026.

San Francisco International Airport (SFO), specifically at the Rental Car Center.

Bidder Requirements
Proposers must be certified as a Tier 1 Small Business Enterprise Concession (SBEC). They must have a minimum of two years in ownership or management of a café selling food and beverages for immediate consumption and have achieved gross sales of at least $500,000 from a single location for each qualifying year.

Additionally, proposers are subject to compliance with local laws regarding conflicts of interest and campaign contributions.
