Background
The San Francisco International Airport (SFO), operated by the City and County of San Francisco, is seeking qualified Proposers to provide federal legislative and regulatory advocacy services.
The goal of this contract is to secure federal representation and strategic support in Washington, D.C., particularly focusing on aviation, security, and infrastructure issues relevant to SFO.

Work Details
The scope of work includes:
1. Advocating for SFO’s interests on aviation, security, and infrastructure issues;
2. Monitoring and analyzing federal legislation and regulatory developments;
3. Providing strategic guidance on airport-related matters by understanding the historical context of SFO and municipal airport issues;
4. Collaborating with SFO’s Government Affairs Division to advise on mandates, communicate operational concerns to relevant agencies, and identify funding opportunities.

Period of Performance
The contract will have an initial term of five years with two options to extend for an additional two years each, totaling a maximum potential duration of nine years.

Place of Performance
The services will primarily be performed in Washington, D.C.

Bidder Requirements
Proposers must demonstrate a minimum of eight years of experience providing federal advocacy services representing a large-hub US airport within the past ten years.
They must have provided services to at least three governmental agencies as clients and maintain an established office or dedicated staff presence in the Washington, D.C. Metropolitan Area.
