Background
The City and County of San Francisco, through its Fleet Management Division, is seeking proposals from qualified firms to establish a network of publicly accessible, privately-owned electric vehicle (EV) charging stations throughout California. This initiative aims to support the City's transition to a zero-emission fleet, as mandated by recent legislation, including the Healthy Air and Clean Transportation Ordinance (HACTO).

The City currently operates a fleet of approximately 9,000 vehicles, including nearly 600 EVs and hybrids, with plans to expand this number significantly in the coming years. The contract will enable City employees using City-owned vehicles to access charging stations conveniently while ensuring that electricity costs are billed directly to the City.

Work Details
The selected contractor will provide a comprehensive EV charging network capable of supporting over 2,600 electric vehicles at various charging levels (Level 1, Level 2, and DC fast charging). Key requirements include:
- Chargers must be available for City vehicles at least 140 hours per week without special access requirements.
- A user-friendly service for charging via an app or RFID card.
- Advanced fraud protection measures to prevent unauthorized use of City payment methods.
- An online interface for Fleet Management Division administrators to access real-time data on charging sessions, including financial and telematic information.
- 24/7 customer service support for troubleshooting and account management.
- Training and ongoing support for City employees on using the charging network.

Period of Performance
The contract will have an initial term of two years with an option for the City to extend it up to ten years based on performance and needs.

Place of Performance
The services will be performed throughout California, primarily focusing on areas within San Francisco and extending to the Bay Area and Sacramento.
