Background
The California Department of Transportation (Caltrans), specifically the Director's Office of Equity, Sustainability & Tribal Affairs (ESTA), is seeking a contractor to evaluate the effects of induced travel on High-Occupancy Vehicle (HOV) lanes, High-Occupancy Toll (HOT) lanes, and fully tolled lanes.

Work Details
The contractor will lead a research team tasked with:

3. Developing recommendations for Caltrans on assessing induced travel impacts during environmental reviews.
The contractor must demonstrate experience in transportation policy research, demand forecasting, and practical application of demand models.
Period of Performance
The contract performance period is expected to commence upon award and will continue until all tasks are completed as outlined in the proposal. Key dates include proposal submission by May 15, 2025.
Place of Performance
The work will primarily be performed at the contractor's facilities; however, collaboration may occur at Caltrans offices located in Sacramento, CA.
Bidder Requirements
Proposers must comply with Executive Order S-02-06 which mandates a 25% Small Business participation goal.
