Description
Background
The City of Roseville is seeking proposals for the update or replacement of its Supervisory Control and Data Acquisition (SCADA) system and Historian Data Repository (HDR).
The existing SCADA system, GE iFix, is outdated and does not meet modern high-performance human-machine interface standards. The Oracle HDR system is approximately 23 years old and presents challenges in management, security, and maintenance.
The City aims to transition from an on-premise solution to a more cost-effective and efficient cloud-based system.
Work Details
The project involves two main tasks: updating the SCADA system and the HDR.
For the SCADA update, the consultant will provide labor, materials, software, and services for updates at three water treatment plants. Key tasks include minimizing impacts on operations, maintaining project scope and budget, conducting workshops for workflow communication, providing training on new platforms, and ensuring cybersecurity measures are in place.
The HDR update will require similar provisions with a focus on transitioning to a cloud-based solution that integrates data from multiple sources while ensuring compliance with regulatory requirements. An optional task includes updating the Laboratory Information Management System (LIMS) to enhance data management capabilities.
Period of Performance
The contract period spans from August 2026 following contract approval by the City Council until project completion. Specific proposal due dates are set for April 8, 2026 (Phase I) and May 20, 2026 (Phase II).
Place of Performance
The work will be performed at various locations including the Barton Road Water Plant, Pleasant Grove Wastewater Treatment Plant, Dry Creek Wastewater Treatment Plant, and other remote water distribution and wastewater collection sites within the City of Roseville.
Bidder Requirements
Proposers must be registered with the California Secretary of State to do business in California. They are required to submit proof of registration along with their proposals. Additionally, proposers must comply with all insurance requirements as outlined in the sample contract provided in the RFP.
