Description

Environmental Impact Review Consultant
Background
The County of Mendocino, located on the northern California coast, is seeking to contract with a firm for the preparation of an Environmental Impact Review (EIR) related to the update of its Local Coastal Program (LCP).

The LCP update aims to enhance local coastal planning, focusing on climate change adaptation and coastal resiliency. This initiative is part of a broader effort to address environmental impacts and ensure sustainable development along the county's 129 miles of coastline, which includes diverse land uses such as open space, parks, and agricultural areas.

Work Details
The consultant will prepare a programmatic Environmental Impact Report (EIR) for the County's Local Coastal Program Update in accordance with the California Environmental Quality Act (CEQA). Key tasks include:
1. Preparing a Notice of Preparation (NOP) for circulation to relevant agencies and stakeholders.
2. Organizing public scoping meetings to gather input on environmental impact concerns.
3. Drafting a comprehensive EIR that assesses potential environmental impacts from proposed policies and programs in the LCP Update.
4. Conducting public comment periods and responding to comments received during the review process.
5. Preparing findings required under CEQA and drafting a Notice of Determination upon EIR certification by the Board of Supervisors.

Period of Performance
The contract is expected to commence on July 29, 2025, following Board approval, with an anticipated completion date aligned with grant timelines set to expire on December 31, 2026.

Place of Performance
The work will be performed within Mendocino County's Coastal Zone, excluding the Cities of Fort Bragg and Point Arena.

Bidder Requirements
Vendors must demonstrate experience in preparing EIRs under CEQA guidelines and provide evidence of qualifications through resumes and references. Additionally, vendors are required to submit proof of insurance coverage as specified in the RFP.
