Entrepreneurship Ecosystem Building

The City of Stockton, California is seeking proposals from qualified firms or individuals to provide Entrepreneurship Ecosystem Building services. The work under this contract involves supporting business service organizations that deliver essential technical assistance to underserved entrepreneurs and small businesses within the City of Stockton. The goal is to foster economic development through the use of Community Development Block Grant (CDBG) funds by awarding community-based organizations that can effectively contribute to the local entrepreneurship ecosystem. This solicitation is issued by the City of Stockton, referred to as the City. The background for this contract is the City's commitment to economic development, particularly by supporting organizations that assist underserved entrepreneurs and small businesses. By leveraging CDBG funds, the City aims to strengthen the local business environment and promote inclusive economic growth. Contract requirements specify that each Proponent must be licensed in accordance with applicable California State Law. Proposals must be submitted in strict accordance with the provided specifications and must be electronically delivered to city.clerk@stocktonca.gov no later than Thursday, October 16, 2025, at 2:00 pm (local time). Each proposal must be marked "PROPOSAL" and indicate the project name, number (PUR 26-004), and proposal opening date. Proposal forms and specifications are available on the City's website at www.stocktonca.gov/eddbid. Proponents will only be identified as having responded to the RFP; proposals will not be opened or read aloud. The City reserves the right to reject any or all proposals received and to re-advertise the solicitation if necessary.
