Background
The Los Angeles Unified School District (LAUSD) is the second largest school district in the United States, serving over 429,000 students across 710 square miles. The district aims to enhance its educational and administrative functions through effective technology solutions. This Request for Proposal (RFP) seeks to establish a Master Services Agreement (MSA) with qualified vendors to provide IT specialized services that support enterprise software applications, excluding cybersecurity services. The goal is to create a roster of pre-qualified contractors who can be engaged as needed for various IT specializations.
Work Details
The contract will cover multiple IT specializations including:
1) Software Development,
2) Performance Tuning,
3) Strategy, Project Management and Related Services,
4) Enterprise Reporting and Integration,
5) Cloud Services,
6) Enterprise Resource Planning, and
7) Facility Management System.
Contractors will provide consulting services based on specific requests from the District. All services will be awarded through Work Orders issued among pre-qualified contractors. The District retains the right to solicit proposals from other contractors if deemed necessary. Specific tasks include software development using various technologies (e.g., Oracle, Java), performance tuning of databases and applications, project management services, and more.
Period of Performance
The period of performance for this contract is set from January 1, 2026, to December 31, 2030.
Place of Performance
The services will be performed within the geographic boundaries of the Los Angeles Unified School District.
Bidder Requirements
Proposers must certify experience providing staff augmentation services for organizations with at least 10,000 employees or U.S. government agencies or K-12 institutions in relevant IT specializations. Each firm must propose a named Single Point of Contact (POC). Additionally, compliance with Small Business Enterprise (SBE), Disabled Veteran Business Enterprise (DVBE), Minority Business Enterprise (MBE), and Women Business Enterprise (WBE) participation goals is required.
