Background
The Southern California Association of Governments (SCAG) is seeking proposals for an integrated Software as a Service (SaaS) based Enterprise Resource Planning (ERP) solution. The goal of this contract is to implement the proposed ERP solution and oversee the implementation of any third-party software. SCAG is a joint powers authority established to address regional issues across six counties and 191 cities, managing a budget of approximately $415 million for the fiscal year 2025-2026.
Work Details
The selected vendor will provide an ERP system that serves as the central hub for enterprise data, addressing financial accounting, asset management, budgeting, procurement, grants and project management, enterprise reporting, and select human capital management functions. Key functionalities include:
- Implementation of a new Chart of Accounts (CoA) for improved financial reporting.
- Streamlined purchasing processes with automated workflows.
- Enhanced grants management capabilities for both grantee and grantor roles.
- Integration with existing systems to ensure consistent data sharing.
- User-friendly interfaces with mobile access where possible.
- Reporting tools that allow for no-code or low-code customization.
The project will be defined by a Statement of Work (SOW) detailing project milestones, functional requirements, and acceptance criteria.
Period of Performance
The estimated period of performance for the software component is 5 years. Implementation is anticipated to last between 12 to 16 months.
Place of Performance
The contract will be performed in the SCAG region encompassing six counties: Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura.
Bidder Requirements
Proposers must possess a valid business license from any city or state by the RFP due date. They are encouraged to solicit small businesses as subcontractors. Proposers must also comply with SCAG’s standard insurance requirements including Commercial General Liability, Business Auto Liability, and Workers’ Compensation/Employer’s Liability.
