Engineering Services for Water Line Replacement Project FY25

Background
The City of Hayward, located in Alameda County, California, is known for its strategic location and growing population of approximately 160,000 residents. The City aims to enhance its utilities infrastructure by replacing outdated water distribution systems. This Request for Proposal (RFP) seeks engineering services for the Water Line Replacement Project FY25, which is included in the City's Capital Improvement Program.

Work Details
The project involves replacing approximately 8,620 feet of existing 6-inch and 12-inch cast iron and asbestos cement water mains. The engineering services required include:

1. Project Management: General project management activities including budget tracking and reporting.
2. Pre-Design Services: Utility investigation, topographical survey, geotechnical evaluation, and preliminary design memorandum.
3. Design Services: Preparation of construction documents including 65%, 95%, and 100% design submittals.
4. Bid Support Services: Coordination with bidders and preparation of addenda.
5. Construction Support Services: Participation in meetings, review of submittals and RFIs, site visits, and preparation of record drawings.
6. Assistance with CEQA documentation: Preparation of necessary environmental documents.
7. Additional Services: Optional tasks that may improve efficiency or quality.

Period of Performance
The construction is expected to commence in the spring of 2027, with proposals due by May 8, 2026.

Bidder Requirements
Bidders must comply with the City's nondiscriminatory employment practices provision and may be required to demonstrate their commitment to affirmative action in hiring practices. Additionally, all vendors bidding on public works projects exceeding $25,000 must be registered with the Department of Industrial Relations (DIR).
