Background
The City of Pasadena Water and Power Department (PWP) is seeking professional engineering services to support the reliable operation of power generating units at the Glenarm and Azusa Power Plants. The PWP aims to engage qualified firms for civil, structural, mechanical, electrical, instrumentation, and chemical engineering services on an as-needed basis. This initiative is part of the City’s commitment to maintaining efficient power supply operations and implementing capital improvement projects.
Work Details
The selected consultant will provide a range of engineering services including:
- Preparing and reviewing engineering plans, technical specifications, project schedules, designs, feasibility studies, and cost estimates for power plant projects.
- Performing project management.
- Investigating problems and recommending solutions.
- Advising on compliance with laws and safety requirements.
- Conducting calculations and analyses.
- Evaluating existing conditions of equipment and structures.
- Providing construction observation.
- Assisting in overseeing field work.
- Facilitating meetings with contractors.
- Providing technical support in design reviews.
- Assisting in bid evaluations.
- Preparation of design and as-built drawings.
Any other necessary engineering expertise related to upcoming projects at the Broadway, Glenarm, and Azusa plants will also be included.
Period of Performance
The initial term of the contract will be five years from the date of execution by the City, with two optional one-year extensions subject to approval.
Place of Performance
Services will primarily be performed at the Glenarm Power Plant located at 85 East State Street, Pasadena, California, as well as other potential sites within the City.
Bidder Requirements
Consultants must possess Professional Engineering Licenses for each discipline required. Proposals must include experience with governmental agencies for three similar projects. Compliance with the Pasadena Living Wage Ordinance is required if the contract total exceeds $25,000. Additionally, bidders must submit a completed Form AA-1 for Equal Employment Opportunity compliance.
