Engineering Services for a Storm Drain Master Plan North Willows County Service Area

Engineering and planning firms are requested to provide professional services to develop, prepare, and complete a Storm Drain Master Plan (SDMP) for the Northeast Willows County Service Area (NWCSA). The work involves assessing the current storm water infrastructure, identifying deficiencies and future needs, and proposing system improvements to ensure optimal drainage performance and flood protection throughout the service area. The scope of services includes all engineering tasks necessary to deliver a comprehensive SDMP tailored to the needs of the NWCSA. This solicitation is issued by the County of Glenn, through the Glenn County Public Works Agency (PWA). The purpose of this contract is to address the storm water management needs of the Northeast Willows County Service Area by evaluating existing infrastructure, determining areas for improvement, and developing a master plan to guide future upgrades and maintenance. This effort is critical to maintaining effective drainage and mitigating flood risks within the service area. Firms responding to this Request for Proposals (RFP) are required to submit concise proposals that are appropriate to the scale of the project and include only items relevant to this specific assignment. Proposals must be received by the Glenn County Public Works Agency no later than 5:00 p.m. on Wednesday, November 12, 2025. Late submissions will not be considered. Issuance of this RFP and receipt of proposals does not obligate the County to award a contract. The County reserves the right to postpone the RFP for its own convenience, accept or reject any or all proposals, negotiate with more than one respondent concurrently, or cancel all or part of this RFP.
