Background
The City of Madera is seeking proposals from qualified Employee Benefits Insurance Consultant/Broker firms to provide strategic guidance, market analysis, and ongoing support for its employee benefits program. The goal is to ensure that employees and their families have access to competitive health, dental, vision, life, and disability coverage. The selected broker should be experienced in advising public agencies and familiar with government employee benefit programs and Joint Power Authorities (JPAs) such as PRISM.
Work Details
The selected broker will serve as the Broker of Record for the City's employee insurance benefits and will provide a full range of services including:
- Analysis of existing coverage and development of cost-saving alternative benefit strategies.
- Assistance in developing long-range goals and strategies with projections of potential savings.
- Monitoring experience trends and providing timely alerts on changing patterns.
- Acting as a liaison between the City and insurance providers for plan interpretation and problem resolution.
- Ensuring compliance with State and Federal legislation regarding ongoing plan administration.
- Conducting annual renewal processes including market research, negotiation with providers, and preparation of communication materials for open enrollment periods.
Period of Performance
The initial contract term is five (5) years, with the possibility of two (2) additional one-year extensions subject to mutual agreement.
Place of Performance
Services will be performed primarily at the City of Madera, located at 205 W. 4th Street, Madera, CA 93637.
Bidder Requirements
Bidders must possess relevant licenses to operate as an Employee Benefits Consultant/Broker in California. They must also secure a Business License from the City prior to beginning work. Additionally, bidders are required to maintain specified insurance coverage including General Liability, Workers' Compensation, and Professional Liability.
