Employee Benefits Broker Services

Background
CalOptima Health is seeking proposals for an independent consultant/broker to act as its representative for administering the employee and retiree health and welfare benefits. The goal of this contract is to ensure the most advantageous placement of insurance coverage, including comprehensive and competitive coverage, continuity, and cost-efficient programs.

Work Details
The consultant will provide a range of services including:

- Conducting a comprehensive annual review of benefits.
- Recommending changes/enhancements to the employee benefit package.
- Negotiating employee benefit coverages.
- Assisting with analysis of historical data and trends.
- Developing a long-term benefits strategy.
- Maintaining employee wellness initiatives.
- Providing timely documentation of purchased coverages.
- Reviewing benefit packages for compliance.
- Tracking and reporting benefit plan performance quarterly.
- Preparing annual reports analyzing financial developments and making recommendations for changes or enhancements.

The consultant must also respond to inquiries within six business hours.

Period of Performance
The expected duration of the initial agreement is three years with options to extend for two additional one-year periods.

Place of Performance
The services will be performed primarily in Southern California, with the consultant expected to attend employee events and meetings as needed.
