Description

Emergency Management Department through the Mayor's Office of Public Safety, is seeking proposals from vendors to design and implement a Functional and Tabletop Exercise for the City of Los Angeles Emergency Operations Center (EOC). The exercises will need to align with the City's Integrated Preparedness Plan (IPP), developed and maintained by EMD. The contractor will need to design the exercise scenarios based on the IPP to address key preparedness priorities. Each scenario will require Level I activation of the EOC (highest level), providing the City an opportunity to practice and refine emergency operational response procedures for significant incidents
Background
The Emergency Management Department (EMD) through the Mayor’s Office of Public Safety is seeking proposals from vendors to design and implement a Functional and Tabletop Exercise for the City of Los Angeles Emergency Operations Center (EOC).
The goal is to align the exercises with the City’s Integrated Preparedness Plan (IPP) to address key preparedness priorities, allowing the City to practice and refine emergency operational response procedures for significant incidents.

Work Details
The contractor will be responsible for designing and implementing a Functional Exercise (FE) that requires Level I activation of the EOC. The scope includes:
1. Planning, design, development, and execution of the FE, focusing on coordination among City Department Operations Centers (DOCs), EOC, and external agency partners.
2. Conducting meetings with an Exercise Design Team (EDT) to establish goals and objectives for the FE.
3. Supporting all exercise-related meetings as per the Homeland Security Exercise and Evaluation Program (HSEEP), including Initial Planning Meeting, Midterm Planning Meeting, Master Scenario Events List Meeting, Final Planning Meeting, etc.
4. Developing various deliverables such as Functional Exercise Plan, Schedule, Scenario List, Training materials for Controllers/Evaluators/Simulators, and conducting a one-day EOC FE focusing on core capabilities.
5. Drafting an After Action Report (AAR) and Improvement Plan (IP) post-exercise for review by the City of Los Angeles Emergency Operations Board.

Period of Performance
The exercises are to be scheduled during the fourth quarter of each applicable performance period under the agreement, with planning meetings commencing during the summer of the same year.

Place of Performance
The contract will be performed at the City Emergency Operations Center in Los Angeles.
