Electronic Adjudication Management System Modernization System (EAMS) - Claims

Background
The California Department of Industrial Relations (DIR) is seeking proposals for the Electronic Adjudication Management System (EAMS) Modernization - Claims. This initiative aims to replace the aging EAMS technology, which has been in use since 2008, to enhance the administration of workers' compensation claims and improve operational efficiency.

The DIR's mission includes regulating workers' compensation claims, providing administrative services, and ensuring timely benefit delivery to injured workers.

Work Details
The contract involves providing a Commercial Off-The-Shelf (COTS) Workers’ Compensation Claims Management System that includes:
1. Procurement of selected Claims tools licenses and transfer to DIR within 45 days post-award.
2. Implementation of the COTS system supporting Uninsured Employer Benefits Trust Fund (UEBTF) and Subsequent Injury Benefits Trust Fund (SIBTF) claims processing.
3. Integration with external systems and DIR’s Google Cloud Platform for data operations.
4. Configuration and customization of the system as needed.
5. Collaboration with a data migration vendor for migrating claims data from legacy systems.
6. Training and knowledge transfer to DIR staff.
7. Ongoing maintenance and support services.

Period of Performance
The base term of the contract is two years, with an option for one additional year, making a maximum potential term of three years.

Place of Performance
The performance will primarily take place in California, utilizing DIR's Google Cloud Platform infrastructure.

Bidder Requirements
Bidders must demonstrate experience in installing California Workers’ Compensation claims systems and managing large IT projects in a government context. They must also comply with socioeconomic programs offering bonuses for Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) participation.
