Background
The State Controller's Office (SCO) is responsible for ensuring the transparency and accountability of California's financial resources. This includes overseeing the disbursement and tracking of taxpayer dollars, serving on various state boards, and providing fiscal guidance to local governments.

The SCO Public Affairs Office (PAO) seeks to enhance its multimedia storytelling capabilities through professional videography and photography services in Southern California. This solicitation aims to establish a contract for part-time, event-based services that will support the SCO's mission by creating engaging content for social media, internal communications, and educational materials.

Work Details
The contractor will provide part-time, event-based videography and photography services, which include: capturing video and still images of the California State Controller at pre-scheduled events; performing post-production tasks; ensuring timely delivery of content for social media and internal communications; and collaborating with the SCO PAO to plan coverage of events.

The contractor is expected to cover an average of 2-4 events per month across Southern California counties including Kings, Tulare, Inyo, Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, Ventura, Kern, and San Luis Obispo. The services are essential for building a cohesive multimedia presence that reflects the SCO's activities and outreach efforts.

Period of Performance
The contract will be effective for two years from October 6, 2025, with options to extend for one additional year or amend for additional funds or hours as needed.

Place of Performance
Services will be performed throughout Southern California in specified counties including Kings, Tulare, Inyo, Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, Ventura, Kern, and San Luis Obispo.

Bidder Requirements
Proposers must demonstrate a minimum of three years' experience in videography/photography services related to government or public sector executives. They must own reliable equipment suitable for professional work and provide a portfolio link.

Additionally, at least 25% of the work must be performed by small businesses as part of this contract. Proposers must also pass a Live Scan background check for key staff involved in service delivery.
