Edifecs SpecBuilder Maintenance and Support

Background
The California Department of Health Care Services (DHCS) is seeking to renew the existing annual maintenance and support for Edifecs SpecBuilder. This software is essential for ensuring compliance with the Federal Health Insurance Portability and Accountability Act (HIPAA) Transactions and Code Sets Rule, which mandates standard electronic transaction formats for healthcare-related business transactions.

The systems implemented by the Office of HIPAA Compliance rely on Edifecs Software to validate compliance with HIPAA standards and convert data formats. This is crucial for processing payments to counties, plans, and providers serving Medi-Cal beneficiaries.

Work Details
The Contractor will provide the following software under this contract:
1. XEngine Server ™ (XES) - 1 quantity for up to 13 million members, including:
- One (1) Production Environment
- Two (2) Non-Production Environments
- HIPAA X12N and NCPDP Modules.
2. SpecBuilder ® Standard Edition (SB) - 1 quantity for twenty-five (25) Named Users, including:
- SpecBuilder ® HIPAA X12N and NCPDP Modules.
3. Additional XEngine Server ™ (XES):
- 1 quantity for an additional 2 million members.
- 1 quantity for one additional Non-Production Environment.

Period of Performance
The term of this Agreement will be effective upon DGS approval and will run for three (3) years.

Place of Performance
The services will be performed at locations designated by the California Department of Health Care Services.
