Ed-Economic Development Strategic Plan

Background
The City of Beaumont is seeking a qualified firm to provide professional services for the preparation of a comprehensive update to its Economic Development Strategic Plan (EDSP). The City, incorporated in 1912 and located in Riverside County, has experienced significant growth and aims to capitalize on new economic opportunities.

The updated EDSP will reflect current and long-term strategies for economic development, aligning with the City Council's vision and previous strategic plans.

Work Details
The selected consultant will be responsible for:
1. Reviewing existing demographic and socioeconomic data, labor force characteristics, and sales tax revenue.
2. Preparing key demographic trends and forecasts, including market segmentation of retail/commercial and industrial sectors.
3. Conducting a SWOT analysis to identify the City's strengths, weaknesses, opportunities, and threats.
4. Engaging stakeholders through various methods to gather community feedback.
5. Developing a customized economic development strategy with measurable outcomes, including suggested activities and projects.
6. Creating an implementation plan that prioritizes industries for recruitment and includes recommendations on funding and resource allocation.
7. Facilitating community visioning workshops with local leaders and presenting findings to the Economic Development Committee and City Council.

Period of Performance
The contract duration will be determined consistent with the City's policies; however, proposals must be submitted by July 11, 2025.

Place of Performance
The services will be performed within the City of Beaumont, California.

Bidder Requirements
Consultants must maintain an active City of Beaumont Business License and all required insurance coverage as stipulated in the final contract.
