Background
The Governor's Office of Business and Economic Development (GO-Biz) is seeking proposals from qualified Microsoft partner organizations to provide ad-hoc post-live support, train-the-trainer services, and custom portal development in connection with GO-Biz's ongoing migration from Salesforce to Microsoft Dynamics 365.
GO-Biz has initiated the development and migration process and requires expert support to ensure a well-governed, sustainable, and fully operationalized platform across multiple internal units. The selected contractor will assist in finalizing the Dynamics 365 implementation through post-live stabilization, knowledge transfer to internal IT staff, and the development of a Grant Portal and Site Selection Portal that integrate with Dynamics 365.
Work Details
The contractor will perform the following tasks:
1. **Post-Live Support and Final Hand-Off**: Provide stabilization support and prepare for a formal hand-off to internal IT staff. Deliverables include a documented hand-off strategy covering system configuration, integration design, support procedures, guidance materials, and as-needed support during the stabilization period.
2. **Grant Portal Development**: Train GO-Biz IT to develop a fully functional Grant Portal integrated with Dynamics 365 using Microsoft Power Pages. The portal must allow external users to view grant opportunities, create accounts, access applications, enable collaborative application development, support multi-file uploads, provide document templates, enable electronic signatures, allow revisions by GO-Biz staff, and include dynamic form logic.
3. **Custom Portal Builds: Site Selection Portal**: Develop a Site Selection Portal that allows external entities to submit site-related information in response to requests from GO-Biz. This includes functionalities for external application submissions, internal reviews by GO-Biz staff, invitation management for site submissions by invitees, and collaborative review tools.
4. **Reporting**: Provide regular progress reports at an agreed cadence (recommended bi-weekly) and participate in status meetings with GO-Biz IT.

Bidder Requirements
Proposers must be legally authorized to conduct business in California and must be a Microsoft Solutions Partner with demonstrated competency in Microsoft Dynamics 365 or Business Applications. They must not be debarred or suspended from participation in public procurement or contracting by any government agency. Additionally, bidders are encouraged to consider California-certified small businesses (SB) or microbusinesses (MB) for subcontracting opportunities.
