Background
The San Francisco Department of Technology (DT) is issuing this Request for Information (RFI) to gather insights on Telecom Expense Management (TEM) solutions from qualified vendors and service providers.
The goal is to replace the existing legacy TEM system with a modern, cloud-based Software as a Service (SaaS) solution that consolidates telecom ordering, asset management, billing and chargeback, cost validation, and reporting into a single efficient platform.
This initiative aims to enhance operational efficiency and transparency in managing telecommunications expenses across all city departments.
Work Details
The new TEM solution should support the following functionalities:
- Centralized telecom billing and asset management
- Automated handling of telecom invoicing, cost allocation, and chargeback generation
- Integration with telecom vendors and internal systems for data automation
- Inventory management including lifecycle tracking of telecom assets
- End-to-end service order management and provisioning workflows
- Role-based dashboards and self-service reporting capabilities for trend analysis and forecasting
- Security features including integration with identity management systems and compliance reporting.
The current telecom environment includes approximately 19,000 wireless lines, 84,000 wired lines, 3,000 pagers, and 9,000 circuits with an annual spend of about $24 million.
