Drone Show Services

Background
The City of Menifee is seeking proposals from qualified firms to provide professional Drone Show services for its annual Independence Celebration, held at Wheatfield Park on the last Saturday in June. The City aims to enhance the event experience with a high-quality drone show that complements the traditional fireworks display. The contract will have an initial term of one year, with options to renew for up to four additional one-year terms based on performance and the City's needs.

Work Details
The selected contractor will be responsible for a full-service drone show, which includes:

1) **Drone Show Design and Planning** - Develop a customized show with animation concepts, flight paths, and lighting effects; specify a minimum of 200 drones for a duration of at least 10 minutes; conduct pre-event evaluations; and submit designs for City approval.

2) **Permitting, Licensing, and Compliance** - Secure all necessary federal, state, and local approvals including FAA waivers; ensure all pilots are credentialed; provide insurance certificates.

3) **Equipment, Materials, and Logistics** - Provide all necessary drones and equipment designed for aerial light shows; ensure safety protocols are met.

4) **Event Day Operations** - Manage setup, coordination with City staff and safety officials; establish safety perimeters.

5) **Post-Show Cleanup** - Ensure all equipment is recovered and the site is cleared.

6) **Safety and Risk Management** - Submit an aviation safety plan; coordinate with fire personnel; report any incidents immediately.

7) **Communication** - Provide a single point of contact for operations; submit an after-action report post-event.

Period of Performance
The contract will commence on February 18, 2026, and run through June 30, 2026, with options to extend annually through June 30, 2030.

Place of Performance
The drone show will take place at Wheatfield Park in Menifee, CA, with launch operations from Bell Mountain Middle School located at 28525 La Piedra Road, Menifee, CA.

Bidder Requirements
Proposers must demonstrate experience in producing large-scale public events similar in nature to this RFP. They must also provide evidence of insurance coverage as specified (General Liability: $5M-$10M aggregate per occurrence), Worker’s Compensation ($1M), Auto Liability ($1M), and must name the City of Menifee as additionally insured. A Certification of Non-Collusion must be submitted with the proposal.
