Background
The City of Los Angeles Harbor Department, through its Community Relations Division, is seeking proposals from qualified companies to provide municipal scale outdoor evening drone show services for large crowds at public events. This initiative aims to replace traditional fireworks displays with environmentally sustainable entertainment options. The contract duration is expected to be one year from the execution date of the agreement, with services commencing upon approval by the Executive Director of the Harbor Department.
Work Details
The selected Consultant will be responsible for:
1) Setting up and performing custom Drone Shows at agreed dates, times, and locations;
2) Providing pricing for shows using 250, 500, 750, or 1,000 drones;
3) Offering per-minute pricing for extended shows;
4) Pricing for smaller shows and special effects;
5) Pricing for daytime shows if different from nighttime;
6) Pricing for shows displaying specific imagery and music;
7) Producing all shows from an agreed staging site;
8) Delivering, storing, setting up, and cleaning up all drone materials and equipment;
9) Providing all necessary equipment for the Show;
10) Creating choreography and a music soundtrack;
11) Obtaining necessary licenses for music selections and providing copies to the Harbor Department ten days prior to the Show date;
12) Securing all required licenses or permits from relevant agencies and providing copies to the Harbor Department; and
13) Employing a licensed drone operator and experienced crew.
The Harbor Department will provide a staging site and notify the Consultant at least 30 days prior to shows.
Period of Performance
The contract is expected to last one year from the date of execution of the agreement.
Place of Performance
The services will be performed at various locations as determined by event needs within the jurisdiction of the Los Angeles Harbor Department.
Bidder Requirements
All consultants and subconsultants must be registered on RAMP (Regional Alliance Marketplace for Procurement). Proposers must submit an insurance verification letter indicating their ability to meet insurance requirements. They must also include CEC Forms 50 and 55 regarding campaign contributions restrictions. There are no mandatory Small Business Enterprise (SBE) participation requirements, but forms related to SBE status must be submitted.
