Description

The work requested under this contract involves conducting Drinking Water Source Assessment and Protection (DWSAP) evaluations for SDF Wells 7-11, in accordance with the standards outlined in the California DWSAP Guidance document (Exhibit A). The Consultant will use the original DWSAP from 2002 (Exhibit B) as an example assessment. The primary objectives of this DWSAP source assessment are to delineate the area around each SDF well through which contaminants could potentially move and reach the drinking water supply, to inventory activities within the delineated area that might result in the release of microbiological or chemical contaminants, and to determine the extent to which each drinking water source may be vulnerable to contamination. The DWSAP is an integral part of the Authority's wellhead protection program. The contract requirements specify that the Consultant's scope of work must include, at a minimum, the following tasks: Project Management; Kickoff Meeting, Data Needs and Review; Location and Delineation of Source Area & Protection Zones; Drinking Water Physical Barrier Effectiveness Checklist; Inventory of Possible Contamination Activities (PCAs); Vulnerability Ranking; Assessment Map; and Completion of Assessment and Summary Report. The Consultant shall prepare the (SDF 7-11) DWSAP Draft and Final Reports as follows:

1. DWSAP Draft Report
The Consultant shall develop a DWSAP Draft Report that reflects consultant work described herein as well as Sweetwater Authority (SWA) staff input from discussions at meetings. The Consultant shall allow sufficient time for SWA staff to thoroughly review and provide edits/comments on the DWSAP Draft Report. The review time period shall be a minimum of three weeks, unless otherwise designated by the SWA project manager. If significant edits/comments are required, multiple iterations of the DWSAP Draft Report may be required for review, at the discretion of the SWA project manager.

2. DWSAP Final Report
The Consultant shall develop a DWSAP Final Report that reflects review comments on the DWSAP Draft Report. The Consultant shall allow sufficient time for SWA staff to thoroughly review and provide edits/comments on the DWSAP Final Report. The review time period shall be a minimum of three weeks, unless otherwise designated by the SWA project manager. If significant edits/comments are required, multiple iterations of the DWSAP Final Report may be required for review, at the discretion of the SWA project manager. The consultant shall also assist Authority staff with responses to any questions that DDW may have upon receipt of the final report.
